New Delhi, June 10, 2025 – The National Security Guard (NSG) inaugurated its 23rd Counter-Terror International Seminar today at the Manekshaw Centre, setting the stage for a comprehensive national dialogue on strengthening India’s counter-terror framework. The two-day event, themed “Forging Collaboration and Innovation to Counter Terror Threats and Address the Complexities of Modern Terrorism,” aims to foster unified strategies and cutting-edge solutions to tackle evolving security challenges.
Inaugurated by Minister of State for Home Affairs Nityanand Rai, the two-day seminar revolves around the theme:
“Forging Collaboration and Innovation to Counter Terror Threats and Address the Complexities of Modern Terrorism.”
As India confronts new-age security challenges—including hybrid warfare and transnational terror networks—the NSG-led event is poised to deepen inter-agency collaboration and operational integration across Counter-Terrorism (CT) and Counter-Improvised Explosive Device (C-IED) efforts.
A Unified SOP: Towards Seamless National Response
One of the seminar’s most pivotal moments is the signing of a Memorandum of Understanding (MoU) between the NSG and the police forces of various states and Union Territories. This landmark agreement is expected to standardize and institutionalize CT protocols, enabling joint training modules, better first responder coordination, and a move towards a “One Nation, One Response” strategy.
Global Engagement & Tactical Evolution
Over 17 international delegations—including participants from the United States, Russia, Japan, Israel, Germany, and Indonesia—are attending alongside senior Indian officials from State Police Forces, the Army, CAPFs, and intelligence agencies. Organizers say this exchange of global best practices will be essential for addressing the rapidly evolving threat landscape.

Recognizing Excellence & Innovation
The event also saw the release of the 35th edition of ‘The Bombshell’, NSG’s flagship Counter-IED journal, spotlighting innovations and tactical insights. On June 11, Home Secretary Govind Mohan will present the C-IED Innovator Awards, acknowledging cost-effective, indigenous solutions developed by innovators across various sectors.
An investiture ceremony was also held to honour recipients of the President’s Police Medal, celebrating valor and dedication in CT operations.
Reaffirming its pivotal role, the NSG declared:
“Modern Terror Needs a Modern Response,” emphasizing a security doctrine that is resilient, responsive, and unified.
