Bhubaneswar, Odisha : Odisha Assembly Speaker Surama Padhi participated in the 11-State Parliamentary Regional Conference held in Bengaluru, Karnataka. She delivered a statement titled “Debate and Discussion in the Legislative House: Supporting Public Trust and Confidence.”
Speaker Padhi emphasized that the legislative assembly serves as the core of democracy, a sacred place where public hopes, aspirations, and issues are addressed. Through debates, consensus emerges, amendments occur, and citizens’ voices are reflected. Parliamentary debate is central to democratic life, and it mirrors legislators’ sense of responsibility.
She noted that over the last two decades, Odisha Assembly has witnessed extended debates on various subjects. In 2003, discussions on the Odisha Urban Police Bill lasted six hours, while recently, the Odisha University Amendment Bill 2024 sparked overnight debate. Such discussions demonstrate patience, critical thinking, and commitment to sound decision-making. Odisha also holds a record of conducting 62 assembly sitting days, exceeding the national average.
The three-day Karnataka conference from September 11–13 saw participation from Lok Sabha Speaker Om Birla, Rajya Sabha Deputy Chairman Harivansh, Karnataka Chief Minister Siddaramaiah, several Speakers and Deputy Speakers from different states, including Odisha Speaker Surama Padhi.
Deputy Speaker Bhavanishankar remarked that meaningful debate strengthens democracy. He added, “Our assembly is the temple of democracy. Our rights derive from the people, and their trust should guide our discussions.”
The conference included cultural tours for guests, including visits to Jagannath Temple, Konark, and tribal museums, showcasing Odisha’s rich hospitality. Odisha Assembly Secretary Satyabrata Rout also attended the event.
