Odisha Government Warns OAS, ORS Officers on HQ Visits

Bhubaneswar, Odisha : The Odisha Government has issued strict instructions to all district collectors (DCs) to caution Odisha Administrative Service (OAS) and Odisha Revenue Service (ORS) officers against making unauthorized visits to state headquarters, including the Lok Seva Bhawan, secretariat, and other departmental offices in Bhubaneswar, without prior approval.

In a strongly-worded communication, the Revenue and Disaster Management Department expressed concern over the growing trend of officers remaining absent from their assigned headquarters while being frequently seen in the corridors of Lok Seva Bhawan and other government offices. The department noted that such unauthorized movements disrupt official functioning and delay the timely disposal of revenue-related services, adversely affecting the public.

“This is a matter of serious concern, as officers remaining absent from their headquarters without proper authorization are found attending to personal matters during official working hours. This deprives citizens of timely services and hampers administrative efficiency,” the department stated.

The collectors have been instructed to issue warnings to erring officers and strictly enforce adherence to rules regarding movement to headquarters. The department also emphasized that repeated violations would attract stringent disciplinary action.

“Please ensure that all officers under your control are informed and instructed to refrain from such practices. Any recurrence will be treated seriously, and appropriate disciplinary measures will be taken,” the letter added.

Officials say that this move aims to strengthen administrative discipline, ensure accountability, and enhance public service delivery in Odisha. The government’s directive underscores the importance of officers adhering to established protocols and maintaining transparency in their movements.

By issuing this warning, the state government is sending a clear message that unauthorized visits and neglect of official duties will not be tolerated, and administrative efficiency remains a top priority.
