National Conclave Focuses on Scheduled Tribes and SC Welfare

Bhubaneswar, Odisha : The national conclave of the Chairpersons of the Scheduled Tribes and Scheduled Castes Welfare Committees was celebrated today. Governor Dr. Hari Babu Kambhampati said that a nation’s real prosperity is measured not by numbers or land but by the respect and opportunities it provides to neglected communities.

The event took place at Lokseva Bhavan’s Convention Hall. Key participants included Lok Sabha Speaker Om Birla, Rajya Sabha Deputy Chairman Harivansh Narayan Singh, Committee Chairperson Dr. Faggan Singh Kulaste, Odisha Assembly Speaker Surama Padhi, Deputy Chief Minister Prabhati Parida, and Union Minister Dr. Mukesh Mahaling. Representatives from Parliament, State Assemblies, and Union Territories joined the conclave to discuss actionable welfare plans.

The conclave focused on “Role of Parliamentary and Assembly Committees in Welfare, Development, and Empowerment of Scheduled Tribes and Scheduled Castes.” The Governor emphasized that ST and SC communities form an essential part of India’s social fabric, history, and culture. He stated that their welfare reflects equality, dignity, and brotherhood—pillars of a democratic society.

The committees ensure that policies reach the grassroots and promote accountability. Their work supports effective delivery of development programs. The Governor praised Odisha Government’s initiatives to advance ST and SC communities. Approximately two-fifths of the state’s population belongs to ST and SC groups, including 64 Scheduled Tribes and 13 PVTGs.

Om Birla said the conclave will inspire actionable steps to ensure welfare measures reach the intended beneficiaries. Harivansh Narayan Singh stressed that policies must be implemented effectively at the local level. Dr. Kulaste highlighted that the conclave will guide future welfare programs, calling for cooperation and participation from all stakeholders.

Participants discussed education, healthcare, livelihoods, and socio-economic empowerment for ST and SC communities. They emphasized reducing dropout rates and increasing access to scholarships. The conclave highlighted successful programs such as Lakshapati Didi and Subhadra, showcasing model initiatives for other regions.

Dr. Mahaling noted that the Odisha Government remains committed to allocating 100% of the budget for ST and SC welfare. Deputy Chief Minister Prabhati Parida stressed that Vision 2036 will accelerate social and economic development for marginalized communities. The conclave reaffirmed a collective commitment to equality, dignity, and empowerment for all, setting a roadmap for future actions.
