Patna, Bihar : In a bizarre bureaucratic blunder, a dog named ‘Dog Babu’ was officially granted a residence certificate through Bihar’s RTPS (Right to Public Services) portal, triggering a wave of political outrage and social media amusement.
The certificate, reportedly issued from the Masaurhi zone of Patna district, astonishingly lists the applicant as a canine named Dog Babu. The document goes further into absurdity by mentioning ‘Kutta Babu’ as the father and ‘Kuttiya Devi’ as the mother. The listed address: Kaulichak Mohalla, Ward No. 15, Masaurhi Municipal Council. The certificate number: BRCCO/2025/15933581.
To compound the shock, it was revealed that the digital ID was linked to Aadhaar and other identification documents of a woman based in Delhi, raising serious concerns about the credibility and integrity of government documentation systems.
The incident gained national attention after Swaraj India leader Yogendra Yadav shared an image of the certificate on X (formerly Twitter), captioned in Hindi:
“See for yourself! In Bihar, a dog received a residence certificate on July 24. This is the same certificate being accepted under SIR, while genuine Aadhaar and ration cards are being rejected.”
Reacting to the uproar, the official handle of the Patna District Magistrate confirmed the cancellation of the document and the registration of an FIR against the applicant. A full-fledged investigation has been ordered to determine how such a glaring lapse occurred within a supposedly foolproof digital portal.
While the political class expressed alarm over digital governance failures, the internet had a field day. One user quipped:
“Only in India! A residence certificate issued to a dog in Patna! Har kutte ka din aata hai!”
